Oversize/Overweight Permits

If the weight of an axle group on a vehicle is over the amount allowed by no more than 1,000 pounds, a written violation will be noted on the inspection form, and the vehicle will be allowed to proceed;

If the weight of an axle group on a vehicle is over the amount allowed by more than 1,000 pounds, but no more than 2,000 pounds, and can be corrected at the weigh station by shifting the load, a written violation will be noted on the inspection form, the load must be corrected by shifting, and the vehicle will be allowed to proceed;

If the weight of an axle group on a vehicle is over the amount allowed by more than 1,000 pounds but no more than 2,000 pounds and cannot be corrected at the weigh station by shifting the load, the driver of the vehicle will be issued a citation for the violation and be directed to a location to unload the excess weight from the vehicle;

If the weight of an axle group on a vehicle is over the amount allowed by more than 2,000 pounds, the driver of the vehicle will be issued a citation for the violation and be directed to a location to unload the excess weight from the vehicle; however, if the weight of that axle group is over the legally allowed AK-2 12/11 SC&RA Oversize/Overweight Permit Manual amount by more than 125 percent of the legally allowed amount and cannot be corrected by shifting the load, the vehicle will be parked at the weigh station or enforcement site until the vehicle's weight can be reduced to within the amount allowed.

Types of Oversize/Overweight Permits:

Single Trip — One trip only.

Extended Period — One, three, six, nine or twelve months; dimensions on special mobile equipment not to exceed 10' 6” width, 15' height, rear overhangs not exceeding 10'; dimensions on vehicles with loads not to exceed 10' 6” width, 15' height, 85' length (including overhang, which may not exceed 10') on non reducible loads.

Self-Issue — Permits purchased in advance for loads meeting specified dimensions.

Convoy — Single trip only; no more than two vehicles with load or three off-road type vehicles, not exceeding 14' in width, 200' in length (excluding escorts).

Permits are valid for 3-5 days, unless special travel conditions require a longer permit. Travel is permitted from Monday through Saturday noon during daylight hours (one-half hour before sunrise to one-half hour after sunset). However, vehicles not exceeding 10'6” in width, 16' in height, 85' in length (legal on overhang), may travel Monday through Sunday during daylight hours. Oversize vehicles are allowed to operate during hours of darkness under special lighting and taping requirements. Divisible load permits are not available. Loads requiring more than 8 work hours to dismantle using appropriate equipment are considered non-divisible. A State may treat as non divisible loads or vehicles: emergency response vehicles, including those loaded with salt, sand, chemicals or a combination thereof, with or without a plow or blade attached in front, and being used for the purpose of spreading the material on highways that are or may become slick or icy; casks designed for the transport of spent nuclear materials; and military vehicles transporting marked military equipment or material (23 CFR 558.5). Insurance — Required to be on file with the permit office, and must demonstrate coverage of $500,000/$200,000 (intrastate) Alaska Statute 19.10.300 “Financial responsibility”.

Permit Information Required — Carrier name & address; U S DOT#; tractor and trailer information; load description; number of axles; axle spacings; tire size; gross weight; axle weights; overall dimensions; origin and destination; date and times of movement; routes to be traveled.

Fees:

Single Move (Oversize) — $35 processing charge plus $20 for width exceeding 10' 6” and up to 16' and for height exceeding 16' up to 16'6". $30 for width exceeding 16' and for height exceeding 16'6".

Single Move (Overweight) — $35 processing charge plus $20 for gross weight exceeding 150,000 lbs plus surcharges as indicated above.

Single Move (Oversize + Overweight) — $60 processing charge plus surcharges as indicated above. Extended Period — ranges from $75 to $1000, depending on number of months, and whether oversize and/or overweight (Up to 125%).

All vehicles, that exceed the legal size and weight limits, must obtain a permit from the Department of Transportation and Public Facilities prior to making any movement in the State of Alaska. Permits will not be issued for oversize or overweight movements that can be reduced or loaded within the legal size and weight limits.

Application Procedure:

Special permits are contingent upon the applicant’s assuming responsibility for all damages to public highways, bridges, structures, highway signs, public utilities and any other public feature encountered on the movement route.

Any damage to public or private structures, which occur, must be reported immediately to the issuing agency. All vehicles and trailers for which special permits are issued shall be licensed in accordance with the licensing laws of the state. Violation of the provisions of oversize or overweight permits with respect to required equipment, route of travel, hours of travel or rate of travel will result in the immediate cancellation of the permit.

Overweight Permits — Overweight permits up to 125% of legal weight covering scheduled moves or specific routes may be issued for extended periods of time up to a maximum of one year in one-month increments. Blanket Overweight Permits authorizing the operation of vehicles in excess of the time required for a single one-way trip, however, would not be issued. Permits will be issued only when the vehicle is equipped with pneumatic tires of a sufficient width to provide for the effective distribution of weight on the surface of the roadway. Except in cases of extreme emergency, no overweight permits will be issued during the period of seasonal highway weight restrictions for the operations of vehicles on roads where restricted weight limits have been ordered by either the Commissioner of the Department of Transportation and Public Facilities or his authorized representatives. Overweight single trip permits may be obtained from the Division of Measurement Standards. If the limits exceed the following,

Extended Permits — An extended permit can only be granted for non-reducible loads if the load is no higher than 15 feet, no wider than 10 feet 6 inches, no longer than 85 feet, and no more than 125% of the legal weight. If any of these conditions are exceeded, only a single trip permit can be granted.

Annual Permits The State of Alaska will issue Annual Permits for Overdimensional Loads as follows:

Overweight: A one-year overweight permit is available for a fee of $500.00. The maximum weight allowed with the permit is 125% of legal tire loading, axle (group) or gross weight. There are no travel restrictions, and no signs or flags are required. All other dimensions are legal.

Overlength: A one-year overlength permit is available for a fee of $450.00. The maximum length allowed with the permit is 85 ft. overall length, 10 ft. rear overhang, and with a 53 ft. trailer. There are certain travel restrictions, and oversize signs and red flags are required.

Overwidth: A one-year overwidth permit is available for a fee of $500.00. The maximum width allowed is 10 ft 6 inches. There are certain travel restrictions, and oversize load signs plus beacons are required.

Fines:

FINES Maximum fine for a violation provided under Sec. 45.75.380 Offenses and Penalties (a), a person who does one or more of the acts in (a)(10) or (11) of this section, shall pay a penalty as follows:

  • If the vehicle is 1,001 - 2,000 pounds overweight, the fine is $100;
  • If the vehicle is 2,001 - 4,000 pounds overweight, the fine is $.07 for each pound over the weight limitation;
  • If the vehicle is 4,001 - 6,000 pounds overweight, the fine is $.09 for each pound over the weight limitation;
  • If the vehicle is 6,001 - 10,000 pounds overweight, the fine is $.12 for each pound over the weight
  • If the vehicle is 10,001 or more pounds overweight, the fine is $.15 for each pound over the weight limitation.
